9 - High Street between Fenton Street and Cheshire Road
Summary of the proposed route improvements for this section;
Problems;
Smethwick High Street has on-street parking and loading, heavy traffic flows and a substantial amount of pedestrian
activity. Cars park along both sides of the High Street, making it difficult for vehicles to pass side by side, resulting
in bus and general traffic delay. In addition, there are a high number of accidents involving elderly pedestrians.
Options;
- Potential improvements to the St Pauls Road/Fenton Street junction to assist in discouraging unnecessary traffic
through movements.
- Dedicated parking lay-bys along the majority of the westbound side of the High Street.
- Rationalise westbound parking near White Road, to provide restricted on-street parking and loading.
- Bus stop upgrades to Bus Showcase standard to improve access at all bus stops along the section, bus stop build
outs to be used where new parking laybys are proposed to improve bus stop accessibility.
- Relocation of the eastbound Route 87 bus stop in the vicinity of Stony Lane closer to the Tollgate Shopping area
and the provision of a new westbound bus stop in front of the cinema.
- A review of pedestrian crossing facilities.

- Improved pedestrian facilities.
- Improved traffic flow as a result of improved parking management.
- Improved access to bus stops.
- Relocated and new bus stops to improve general access to the High Street shopping area.
Specific improvements proposed on this section of the route
There are no specific junction improvements proposed for this section of route.
Design Changes Since Consultation
Since the Consultation in 2008 a number of revisions have been made to the proposals for the corridor. The following design changes have been made to this section:
- Design Change 005 - The operation of the St Pauls / Fenton Street Junction is proposed to be altered to to introduce a mini-roundabout. It is expected that this will help to distribute priority at the junction and should assist the Route 87 buses in turning left into St Pauls Road and right into Fenton Street. This proposal will be subject to further local consultation.

- Design Change 006 - Changes are proposed to the extent of footway buildouts around the junction of White Road and St Pauls Road.

- Design Change 007 - On Smethwick High Street the two existing westbound bus stops (outside properties 68 & 84) have been combined into a single stop located to the east of Stony Lane. The existing eastbound stop (opposite the library and proposed westbound stop) would cause congestion and it is therefore proposed to relocate it opposite No. 68. These proposals are both subject to consultation with Centro on site.

- Design Changes 008, 015 and 016 - On Smethwick High Street the proposed bus stops between Brewery Street and Trinity Street have been removed. In addition, eastbound parking and loading restrictions have been amended so that there is no waiting or loading Monday - Friday, 8am - 9:30am and 4:30pm - 6pm.

- Design Change 009 - On Trinity Street the existing no waiting restrictions (double yellow lines) are to be reduced to allow approximately 3 new parking spaces.

- Design Change 010 - On Church Hill Street the existing no waiting restrictions (double yellow lines) on the south west side, between Lowry Close and Vicarage Street are to be removed to allow for new parking spaces. Restrictions will be maintained at the junctions.

- Design Change 011 - At the junction of the A4030 High Street and the B4169 High Street in Smethwick it is proposed to prohibit right turns into the B4169. The measure is expected to reduce the delays for vehicles leaving the B4169 High Street and will be subject to further local consultation.

- Design Change 012 - At the junction of the A4030 High Street, Cooopers Lane and Crickett's Lane it is proposed to realign the existing junction to accomodate additional right turn storage and staggered pedestrian crossing facilities. Signal equipment will be upgraded to reduce delays at the junction. These proposals will be subjection to further local consultation.

- Design Change 013 - Near to Firs Lane in Cape Hill it is proposed to combine the two existing eastbound bus stops outside 253 High Street to form a single stop. It is also proposed to combine the two existing westbound stops (outside 264 and 272 High Street) to form a single stop. Both of these proposals are subject to consultation with Centro on site.
